feat(ble): Support perhipheral battery levels.

Browse Source 
* Add ability to fetch and report peripheral battery levels
  on split centrals.
* Add additional support for adding a new Battery Level
  service to split centrals that exposes fetched peripheral
  battery levels to connected hosts.
