refactor(core): Use /omit-if-no-ref/ for behaviors.

* Use lesser-known DT features to skip behaviors not referenced
  in the user keymap
* Update the behaviors to skip code if no nodes found.
* Remove some empty config/data structs where unused in
  behaviors.
